It was pointed out in the letter from this Department of the 6th August last that no general liability on the part of Hong Kong to provide land for military purposes free of cost had ever been admitted; and paragraph 9 of the despatch to the Governor of Hong Kong in regard to the Military Contribution of that Colony, copy of which was enclosed in the letter from this Department of 24th October last, it was clearly laid down that the War Department should pay for all lands required for military purposes which are either "the property of private persons" or "which belong to and are occupied by or are a source of revenue actual or potential to the Colonial Government."
The words "actual or potential" were added at the suggestion of the Marquess of Lansdowne.
